The relay installed but I go to the ip and port and nothing comes up. I have a route. No firewall block on the port and I am accessing the machine local.

We have found that 3CX is inconsistent with where they place important files depending on how 3CX was installed, The Express install places files in different locations compared to installing with the ISO. In the latest Relay we look for these required files in multiple locations. I encourage you to try installing the latest Relay. If that doesn't resolve your issue, you can easily see start-up errors by manually starting the relay:
cd /opt/voiptools/relay
sudo ./RelayServicesHost
