If you are not getting notified that there is a new after hours voicemail here are a few things to check:
1. Ensure that you have a max escalation of at least 2.
2. Ensure that someone is scheduled for level 2 or higher.
3. Ensure you can send a test email.
4. Ensure the user running the service has rights to the folders and files.
